Whether waiting quietly is the right thing after four months of silence — and if not, who he should be speaking to.

Choose the person he contacts and what he asks them. A named next step is what makes this advice rather than agreement.
Where this one goes wrong
Sympathy at length. Agreeing that the wait is unfair fills the time and leaves the advice unsaid.
